A quasi un anno dall'approvazione della nuova Legge Urbanistica in Sicilia possono essere avviate alcune riflessioni sia sull'iter che ha portato alla sua approvazione sia sul tema della tutela del paesaggio all'interno della stessa. Il breve contributo ricostruisce le tappe della lunga formazione giuridica del beato Rosario Livatino, prolungatasi ben oltre la laurea e l’ingresso in Magistratura. Nonostante fosse impegnato nell’attività giudiziaria il giovane giudice siciliano si dedicò, con profitto, al conseguimento del diploma di perfezionamento in diritto regionale presso l’Ateneo palermitano, con una tesi in diritto urbanistico, ottenuto solo pochi mesi prima di essere trucidato dalla mafia. This paper aims to investigate the relationship between tourism and planning in UNESCO World Heritage List (WHL) sites, with special reference to the relation between Management Plans and other (local and regional) planning instruments and policies able to influence the promotion of sustainable and responsible development. This will be explored through a confrontation between two important tourist locations in Sicily: Agrigento (the Valley of the Temples) and the Aeolian Islands, which have both been recognized as World Heritage Sites by UNESCO. The Forecasts of the Witches: the State of Exception in Planning Practices

Agamben argues that the state of exception is not a special kind of law, but it is a zone of anomie, where all legal determinations are deactivated (Agamben, 2005: 50). Conditions of exception do not just occur when a hegemonic power poses itself above the law; they also occur when laws are made in order to exercise control and subjection.
